Stelios Perrakis is Professor Emeritus of International and European Institutions at Panteion University, where he has served as Deputy Rector of International Relations and European Programmes (2013-2015).

Director of the “Georgios Tenekides” International Law Center, Neapolis University of Pafos.
He has taught International and European Law at the Law School of the Democritus University of Thrace (1978-1993), at the University of Macedonia, and at the Department of International, European, and Area Studies of Panteion University (1994-2015).
Former Ambassador – Permanent Representative of Greece to the Council of Europe (2015-2019).
Coordinator of the Hellenic MFA Task Force for the Preparation of the Greek Chairmanship to the Council of Europe Committee of Ministers (May-November 2020).

He founded and directed the European Center for the Training on and Dissemination of Human Rights and Humanitarian Law at Panteion University (2005-2019).
